Joao Schwarz da Silva received a Ph.D. on the performance analysis of
mobile
packet radio systems from Carleton University, Ottawa, Canada, in 1982.
Between 1971 and 1982 he worked for the Ministry of Communications,
Canada.
At the ITU, which he joined in 1982, he served as Head of division
responsible for the development of the HF Broadcasting Planning System.
He
has been with the European Commission since 1991 and is currently head
of
unit responsible for R&D in the area of mobile, wireless, and satellite
communications.
He is the author of some 50 papers. He was instrumental in
the development of Universal Mobile Telecommunications Systems, UMTS,
and
was recently awarded the UMTS Forum Chairman's award for best individual
contribution toward UMTS.
